Pet insurance in France: how the market works

French veterinary medicine is excellent and, by Anglo-Saxon standards, cheap — yet a cruciate surgery still runs €1,500-3,000 and a chronic condition can cost that yearly. Insurance penetration is low (under 10%), which keeps premiums moderate.

Prerequisites

Identification is mandatory in France (microchip registered with I-CAD) — insurers require it, plus sometimes a recent health certificate. Age limits apply: most insurers accept animals from 2-3 months and refuse NEW enrolments beyond 7-10 years. Pre-existing conditions are excluded permanently: the single best decision is insuring young.

How premiums are built

Breed is destiny: size (bigger = costlier drugs and surgery), documented predispositions (hip dysplasia in shepherds, heart disease in Cavaliers, brachycephalic syndrome in French bulldogs — often surcharged or partly excluded) and life expectancy. Formulas range from accident-only (~€8-15/month) to accident + illness at 50-100% reimbursement with annual ceilings of €1,000-2,500 (€15-70/month). Prevention packs (vaccines, antiparasitics) are marketing garnish — judge the illness core.

The clauses that decide everything

Waiting periods: 2-7 days accident, 30-60 days illness, up to 6 months surgery — compare these first. Reimbursement rate and ceiling: a « 100% » plan with a €1,000 ceiling loses to an 80% plan with €2,500 on any serious year. Chronic conditions at renewal: the market’s dark corner — check whether a condition diagnosed this year remains covered next year, and whether premiums are age-indexed. French contracts cancel at-will after year one (Hamon law), but switching insurers resets exclusions on everything already diagnosed: choose once, well.

Beyond dogs and cats

Rabbits and some exotic pets are insurable with a couple of specialists only; liability for any pet (the dog biting a cyclist) sits in your home policy’s personal liability, not in pet health cover — two different products, both worth having.
