Introduction

French pet insurance (assurance santé animale, often marketed as mutuelle chien or mutuelle chat) is an ordinary insurance contract, but its figures do not read like those of human health cover. An 80% reimbursement rate does not mean you will get 80% of your vet bills back: the excess, the annual ceiling, the per-procedure ceilings, the waiting periods and the exclusions decide together what you receive. Two policies at the same price can leave very different sums for you to pay on the same bill.

This kit teaches you to read those figures, compare them on a grid, work out your out-of-pocket cost on your own assumptions, then use the contract: claim, get reimbursed, dispute, cancel. It also sets out the French legal obligations of a dog or cat owner that touch on insurance (microchip registration, liability, restricted breeds, travel). The rules are those of the French Insurance Code (code des assurances), Rural Code (code rural et de la pêche maritime) and Civil Code in force on 23 October 2026. Letters to a French insurer must be in French: each template is in French, followed by its English translation.

How to read it: chapter 1 explains the six figures; chapter 2 gives the comparison grid; chapter 3 the out-of-pocket method; chapter 4 taking out a policy; chapter 5 owner obligations; chapter 6 buying or adopting in France; chapter 7 claims and disputes; chapter 8 cancelling, switching and older pets; chapter 9 the letters; chapter 10 the printable record book and glossary.

The six figures that make a French pet policy

1. The reimbursement rate (taux de remboursement)

The percentage of the eligible expense the insurer pays back, after the excess and within the ceilings. It varies with the formula chosen. A high rate is useless if the ceiling is low.

2. The annual ceiling (plafond annuel)

The maximum the insurer pays per insurance year, all costs together. Above it, everything is yours to pay. Check also per-procedure or per-category ceilings (surgery, hospitalisation, tests, prevention) on top of the annual ceiling.

3. The excess (franchise)

The amount left to you before any reimbursement. It can be:

4. Waiting periods (délais de carence)

The period after the start of the policy during which some costs are not covered. Policies often have a short or no waiting period for accidents, a longer one for illness and a longer one still for some surgery. A problem arising during the waiting period may be excluded for good, not just during the period: read the clause.

5. The age limit

Most policies set a maximum age at subscription, and some an age beyond which cover changes (lower rate, lower ceiling, higher premium). Check what the policy says for later years.

6. Exclusions

ExclusionWhat it coversWhat to check
Pre-existing (antérieure)Any condition or accident that occurred or was known before the policy startedThe exact definition and how the insurer proves it
Hereditary or congenitalConditions present from birth or inheritedWhether all are excluded, or only certain named ones
Breed-relatedConditions listed for certain breedsThe list in the policy, compared with the documented predispositions of your breed

Often added: prevention costs unless taken as an option, food, comfort care, breeding, euthanasia or cremation costs depending on the policy.

The sentence that sums it up

Your reimbursement = (bill − excess) × rate, within the ceilings, and only if the expense is neither in a waiting period nor excluded.

Two questions before you sign

  1. "For a surgery bill of [amount] € in a year's time, exactly how much would you pay back, and which ceilings, excess and exclusions would apply?"
  2. "Which conditions are excluded for my pet's breed, [breed], and where is that list in the contract?"
